Cooper's Birmingham Economic Stimulus Plan

The news tells us daily how poorly the entire U.S. economy is performing, calling its current condition "the worst economy since the Great Depression". In Birmingham, we know that fact. We see it clearly every day. Our friends and neighbors have lost jobs. Our local businesses are struggling to stay afloat. Our reduced tax base has reduced the availability of public services. Our quality of life has diminished.

I believe these extraordinary challenges require extraordinary leadership. I believe in the power of a community when working together. I believe the people of this city deserve their own plan for economic recovery instead of waiting for benefits to trickle down from the federal stimulus program or to be consumed by the crisis at hand.

Therefore, as Mayor, I will immediately implement a Birmingham Economic Stimulus Plan. My plan focuses on initiatives that will produce timely results, generate measurable returns to all City citizens, and positively impact business revenues and jobs. My Economic Stimulus Plan invests in the people, the infrastructure and the businesses of Birmingham.

My Birmingham Economic Stimulus Plan will put people back to work. I will put unemployed residents to work building and renovating parks, cleaning up neighborhoods, building or enhancing infrastructure, and rehabilitating the abandoned houses or clearing the abandoned lots repurchased under my Land Grant Program. My plan will enhance the lives of those given an opportunity to work; their work will enhance the quality of life for all people in Birmingham.
